the more options is shown but its different from the options i know, i cant find the options to fix the entire layer color fill.

What options do you know?
If you want to fill the entire layer, you select Current Selection, as you had and it will fill the current selection, whatever that selection may be.
If there is no selection then it will fill the entire layer.
You may have a small selection off-canvas, made accidentally.
Try Deselect (Ctrl+Shift+A) to remove any hidden selection if you’re having problems filling a layer.
