Using perspective tools and creating a foreground, midground and background

This goes toward what I want to work on for the May contest, but I need help in learning better technique.
So if I want to create a scene with an object in the forefront, important for storytelling and structure but not main element.
Behind that is the main elements. “the story” so to speak. that is my midground.
Then the background. similar to the foreground important for storytelling, but not main element.

Do I create a separate perspective line for each? or do all 3 follow the same? Which is the optimal perspective tool to use?

I want to get away from a side scroll type storytelling and challenge myself to something immersive.

My idea for the May Challenge will be a tribute for my favorite YouTube Channel, TinyKittens, a TNR organization who recently lost one of their 19 day old kittens despite everything they did to try to save SmudgeBob.

You probably should use 2pp perspective. If you just have a flat area, all of the horizontal lines should have vanishing points that are located on the same horizon, no matter which “ground” they are on. (It’s only getting more complicated if you have something like a road going uphill and houses still having level floors and decorations). And then all of the parallel lines should have the same vanishing point. With 2pp you get two, that are supposed to represent groups of lines that perpendicular to each other. Usually 2pp is enough for a whole scene.
