You simply have to rename it from
!!_Val's_awesome_do-everything_Ink_Brush.0003.png
to
!!_Val's_awesome_do-everything_Ink_Brush.0003.kpp
and can import it then.
In the case you use Windows, you must first enable the view of file name extensions, and where you’re at it, you should do the same for hidden folders, so enable the ability to view them.
Depending on your version of Windows, it looks a little different in Windows Explorer, but no matter if it is 8.1, 10 or 11, you have to open the menu “View” in Explorer where you can find the option to enable or disable this (mis-)behavior of Explorer.
In case of questions, feel free to ask.
But please always name the OS and the version of Krita you use, and tell us from where you downloaded your copy of Krita, because that can make big differences for the way to solve an issue.

Add/Edit: By the way, if you take a look at the link to Google Drive, or when it opened in Google Drive, so you can download it, then you will notice that the offer is a *.KPP-File, only your OS or your browser believe that they know it better how this file name extension has to look like, and rename it falsely to PNG, only because a KPP is based upon PNG (it is a PNG with the added settings that make a brush preset).
