So what is the overall purpose of voting? How does it differ from just number of likes? there a way revisit also can older posts be reviewed/bumped to receive votes?

Voting may bring up a feature request to top but that doesn’t mean it will be picked up developers. This voting is in no way to influence the development direction. This is just a way to sort feature request by popularity here in the forum. The developers may have their own roadmap, however they can see the votes and may take it into consideration.

Bumping to receive vote I’m not sure… there’s a risk to see post bumped & bumped & bumped again.
A war of bump 
If someone is interested by a feature, just take time to look in feature request category to check if there’s a feature to vote for.
I know there’s a lot of feature request, so much (760 for what I saw 
) that’s most of them are lost in the depths of oblivion and will probably will never be taken in account…
