I mostly see people use EASE IN, and this is also what is used in the auto-adjusted pen pressure in CSP. However, I would naturally assume that EASE IN - EASE OUT would give a smoother stroke, as it more slowly ‘cut off’ the effect if you apply too much pressure.
There is only one setting, that is the setting you, or everybody else, feel(s) comfortable with. So you have to find out for yourself, which is the setting you are feeling comfortable with?
Sorry, you probably expected a different answer, but this is the best and most true I can think of and can give.

It’s pretty much an opinion. Best is what works for you. I even change my global pressure sensitivity settings based on how I feel that day.

I tried both with a simple pressure=size brush, I think EASE IN is the best choice. Don’t know why, but EASE IN - EASE OUT just doesn’t feel as smooth.
