Just tested the link and it works. Are you in a country that blocks some parts of the internet? Or are you in a network at work, in school or university, for example? These often block parts of the internet for their users, too.
If you are in your own home-network, and live in a country that does NOT block some parts of the internet, then you should be able to download it.
If you follow my link you get two options, choose: Free Download (1MB/s) and in the opening white box choose the lower option: Slow speed (1MB/s) is fine , can you download it now? If not, I’ll put it in another cloud-space of mine for you, please let me know.

How do I make use of it? Not sure how to use this with krita
You have to open the downloaded ZIP-Archive with your file manager, if you use Windows your file manager is the Windows-Explorer. You’ll find a folder in the now opened archive, you can drag this folder out of its archive and drop it, for instance, onto your desktop, or into your download-folder. Choose a location you find useful and have access rights for. In that folder you’ll find four files, two copies of the website from where I had it downloaded once, a picture made with the brushes from this brush-bundle and the most important file of them, the bundle “Jarry H - Sketch and Lineart brush set.bundle”. In Krita you can install this bundle via the menu ‘‘Settings’’ there you click on ‘‘Manage Resources…’’ and in the then opening dialog click on ‘‘Import Resources’’ and point to the bundle “Jarry H - Sketch and Lineart brush set.bundle”.
Now you’ll probably just have installed your first bundle into Krita.
