When I make a selection from a picture and go to the arrow tool, I get the message
This tool works only for vector layers, you probably want the move tool.
But…
Where is that “move tool”?
I could not find any in the toolbar.

The move tool is in the so-called “Tool Box” of Krita on the left side. I don’t have Krita open ATM, but it looks like a cross with arrows at its ends. Maybe you’ll press the F1-key, while you are in Krita, to call the well written manual and make yourself familiar with Krita and its possibilities?

Press T on the keyboard, and see where the highlight goes on the left panel to Move Tool, it looks like four arrows pointing to four directions.
