I’ve made a brush preset designed to create this effect. I have made it a free download on my DeviantArt page: Burst Bubble Maker Brush Preset for Krita

How to use it:

1. Use the Assistant tool to create an ellipse around your text.
2. Using the Brush tool, select the Burst Bubble 03222025 Brush preset and, with the “Snap to Assistants” option turned on, draw your bubble around the text.

There already are some in Krita!
Go to Settings → Dockers → Symbol Libraries. You may need to change the drop down to ’ Pepper & Carrot’ speech bubbles. Drag these in as vector layers so you can scale them infinitely to any size, and then right click on the layer and go to ‘layer style’ for any colour borders/shadows/effects that you might want.
