Is there a way to rotate a directional pattern without actually having to rotate a copy of said pattern, then saving to the pattern folder?

For me, it sounds that you ask to be washed, but without getting wet.
Of course, you can rotate a directional pattern without rotating its copy and then save it. By the way, this is an absolutely correct answer to your question.
BUT you probably want something completely different, or are you currently in a mental state of emergency from whatever cause? (Take this as a joke, because your question has sent me in such!)
Most probably you gave FAR TOO LESS information about your goal.
So, what is the initial state, why do you (not) want to rotate (uncreated?) copies, and which of the one or two things should be saved in the pattern folder? Are you maybe interested in animations?
But (at least a bit more) seriously:
If you want to save a directional pattern in a form that differs from the original representation, why not rotate it to achieve the state you are apparently aiming for?
Yes, okay, you want to preserve the original state of the copy.
Seems impossible, unless it is a 180° rotation, which you can achieve without rotating by mirroring.
If the original pattern has to remain unchanged, then you have to work with a copy of it, so you have the object you want to save after applying the steps that transform it.
Because if you want to save something in a state other than its initial state, then, as I understand it, manipulation is required.
(Here you can exchange the objects (pattern/copy), depending on what is to remain unchanged).
Or has that operation to happen outside Krita and its canvas?
You can manipulate existing vector objects outside the canvas, with a text editor, but even for that you need a copy of the initial state to be manipulated (which you say should be preserved) in order to save the result while preserving the original.
The last quibble I can think of regarding your question is, of course you don’t need to rotate the copy, you can do it with the original and the copy will remain unrotated according to your wishes.

Rotating the brush tip easy but the pattern is probably not possible I think. Assuming you mean the Pattern options in the Brush Presets?
However it is a feature that I have seen requested before and also one that I would have loved to have myself. I don’t know if this was already officially requested as a feature.
I am not talking about a brushtip, I am talking a actual .pat file that is based off a image. Using this image by selecting in the Pattern section, the pattern stays in the same orientation, no matter the angle of the brushtip, rotating the canvas or direction of the brushstroke. If this is not a common occurrence then how is this problem fixed?
That is why I asked and leaving that there.
So it’s not about fill pattern but brush pattern? Correct?
Currently, you need copies. Or a constant back and forth and adjusting in the brush editor.

Add/Edit: The Pottery Wheel Plugin Prototype should probably be ruled out as an aid due to imprecise control.
I only have a few, so I will just make a new rotated one for each.
Currently I work around this by drawing the texture as is and then transforming it afterwards, applying the texture with blending modes. Its unprecise, convoluted and annoying. But it gets the job done somehow. A rotation option in addition to offset and all the others would be a super useful feature.
One way to workaround this is to make a layer filled with the pattern, rotate it with transform mask and add transparency mask. Then draw on top of it, and you will get the details you needed.
