It is not enough to disable Windows just through Wacom preferences: you must disable it completely in the Windows Control Panel (see this topic).
Believe me, I had some very annoying instability issues with this Windows Ink, so I would recommend you look into that first. Who knows, maybe this could be part of the solution to your problem?
