Make filters animatable: add to animation curves / keyframes the settings of filter masks and filter layers

There are all sorts of cool animated effects that can only be done by animating filter settings, which are currently not animatable.

The only existing workaround is to duplicate a filter layer once for each keyframe, change the opacity from 0% to 100% for a single frame, and adjust the setting you want this animate. This takes too much work so it’s only practical for very short animated effects. If you want to experiment changing an unrelated setting in the same filter, you need to change the setting for all keyframes. Making settings animatable would open the door for new ways to use Krita.

An example: this effect is achieved by animating a setting of the halftone filter.
