Please help me, Krita says I don't have any Brushes or Bundles available

@jadewilder56 It seems you have a lot to learn about Krita, because your assumptions are wrong.

Reinstalling Krita does nothing than exchanging a working installation with a working installation. The reason behind that is that an installation only exchanges the files in Krita’s installation folder, the resources folder and the settings files are left completely untouched. After a first installation of Krita, before starting it the first time, you will not find anything in Krita’s resource folder %APPDATA%\krita\ nor will you find the settings files in %LOCALAPPDATA% because they only will be created with the first start, but if you reinstall Krita, Krita will not overwrite the existing resources nor the existing settings files. Ergo > nothing will be changed or exchanged through a reinstallation of Krita which means it is in the absolute 100% same state as it was before the reinstallation.
This reinstallation thing is a Windows thing which may work for most pure Windows programs, but Krita stems out of the world of Linux and, put simply, uses Linux structures under the hood.

And because of the issue described by @Senlina:
Currently there is something “wrong” with Krita from which at least I not know by now what exactly that is and we have many users reporting exactly that issue. The problem is that both solution suggestions I gave in the posting I linked above worked for me and also for a few users, but unfortunately not for all users - and that makes it a mystery (but with some I suspect they simply were unable to follow my advice because of a lack of technical expertise when it comes to solve an issue with their PC or in other words because they weren’t tech-savyy (but there I may be completely wrong)).
One of our developers, @tiar, is already looking into what the problem might be and how to fix it, but so far it seems the solution hasn’t been found yet - at least I haven’t heard anything about it, though that could also be because I’m currently unable to keep up with the forum as I’m sick.
