So both of these tools provide you the same result. Well, at least with Polyline tool you can achieve the same result that you want with Polygon tool.
The only different I see is that by hitting Enter Polygon tool encloses the shape and Polyline tool just stops where it is.
Is there a reason to keep both duplicate tools, I am missing?

hello, i see a difference between the two. If you use a vector layer, the polygon is a closed shape (first and last point are the same) but the polyline uses two distinct points.

Maybe making a Tool Option then so that Polyline is closing or not.
The differences are still so small to me 
There are many people who don’t have the Tool Option docker visible by default and quite a few who don’t even know what it is.
So, that would cause all sorts of problems.
So it is something what similar to Mirror Tool.
One can go either just Mirror tool with two options: horizontal or vertical
Or make two tools.
