Reference images can be transformed via the menu offered through a click of the RMB. Additionally, you have the few options the Tool Option-Docker offers.

Also, if you select it by clicking it, then move the cursor just outside a corner handle, you’ll get a rotation handle that you can free-rotate it with.
Then, using the RMB → Transform → Reset Transforms, you can undo that rotation.
You also have this plugin option
As for where those options are, it is a tool that only works with a active document on the canvas. It allows you to select and move the reference images around on the canvas.
I highly recommend Imagine Board, I use it a lot and it is one of the best plugins for handling references.
