Is there a reference or primer for making themes, or changing elements of existing themes? Let’s say I select one of the bundled themes but I want to make a few little tweaks here and there. Is that possible?
You most definitely can, I’ve created my own themes personally. It wasn’t intuitive, and it had no GUI to do so easily, but it’s essentially just editing a text file with RGB values.
My personal theme is located at %APPDATA%/krita/color-schemes on Windows, though I’m not sure where I found the original themes to edit in the first place, it was a while ago.
Instincts tell me Krita uses a generic theme config and that you might be able to find a ‘QT theme editor’ GUI somewhere, but I definitely don’t know that for certain.

They’re text files with RGB values so you can easily edit them to experiment.
You’ll need to close krita, add a new/edited theme file and then restart krita to check them.
I found the color-themes folder with the various default themes. Was able to view the contents of one no problem. But the options were limited. Is whatever’s there the only option for customization? Anything not shown is not customizable? For example the left-right, up-down scroll bars. They were hard to see in the theme I was using. Thought I could just brighten them a tad
Just in case anyone wishes to tweak a theme.colors file by hand I created a little reference image to show where the RGBA values apply. Hope it helps someone!
… and you don’t have to stop and restart Krita for the changes (to an existing .colors file) to take effect - just switch to another theme then back again. However, newly installed themes need a restart.
Regarding Themes and modding Krita, maybe someone could be interested in this plugin from @freyalupen:
